Senior Consultant
Mr Tipper has participated in the organization, reorganization and review of major public sector programs and projects, including policy formulation, management structure, financial-accounting-audit, and personnel controls and also in the restructuring, modification and phase-out of programs and sectors. He has also carried out financial management and system reviews, audits and evaluations, cost recovery and revenue generation studies and the recommendation and implementation of revised financial management policies and procedures. In addition, in the private sector, he has completed a variety of assignments in Canada and abroad, in large and small organizations, either as a consultant or in management positions. He is fully familiar with all aspects of setting up project management and administrative structures, policies and operational procedures, including the training on such functions.
Mr. Tipper is well experienced in all aspects of financial administration, audit and management practices within the federal government as well as in the private sector. He is an effective communicator and deals well with senior management, technical and user/support staff.
